readme needs to be updated to line up with ld4apps.github.io website

I noticed that on the lda4apps.github.io site, under the "Running the Todo Application" section it tells the user to set their python path and also doesn't include the vagrant up, python setup.py install, or ./run.sh instructions that are in the readme.

At the top of the document which contains the "Running the Todo Application" section, it says this:

You should be able to understand the framework just by reading, but you might also like to install the software yourself and follow along in a more hands-on fashion. If so, refer to Downloading the Software (http://ld4apps.github.io/downloading-the-software/index.html) before proceeding.

That section includes all the setup instructions that you mention. Perhaps it should be repeated?
