Adding support for non-stellarator-symmetric desc fit

The desc fit now is stellarator symmetric only. A non-stellarator symmetric fit will need only one basis with sym=False rather than 2 with sym='sin' or sym='cos'. Also, it'll be good to merge the two fitters because their code look about the same
