[DevOps] Lamini package release should be streamlined

* As of filing this issue, the code in this repo is not the basis of lamini pypi package release
* Lamini pypi package release was done from inside an internal repo
* From the same internal repo, the code in this repo was updated, but no follow up was done
* The desired process could be
  * The internal repo push code to this repo
  * Tag a new release
  * Release got pushed to pypi repo
