USPS not returning Commitment Date / Delivery Date

We needed the Commitment Date / Delivery Date returned for USPS but Commitment Date wasn't being returned by USPS with the current parameters and the code was setting the Delivery Date to 30 days from current time. I had to modify the code to pass in Value and SpecialServices -> SpecialService and remove Machinable in order to get the CommitmentDate returned and then Delivery Date was properly set.

You will need to add shipDate as a param in the provider ctor so the Delivery Date can come back in the response.
