State classes of type "to<verb>" should be subclasses of BACKLOG

They are currently subclasses of TODO, but they change the state from [[BACKLOG]] to [[TODO]] when they are either in kanban board and directly move from [[BACKLOG]] to [[TODO]] or when they are anywhere and are into a {{[[TODO}} block. This is also in sync with the configuration of the Todo Trigger extension.
