The hidden tutorial link

There is currently a link to the new stream policy tutorial in the user authorization page, but it is somewhat hidden amongst the wall of text on the page:

A few ideas I observed from other tech docs include:

1. Add it to a "additional resource" side bar
2. Embed it to the side navigation bar next to the relevant content

3. Finally, as it has been discussed amongst EDU already, a Tutorial section can be added to the top navigation bar.
