selecting aspect ratio does not work (?)

selecting fixed aspect ratio and then using the width / height textboxes does resize the initial upload box to the ratio, but the images are clearly still cropping on e.g. 3x4 pixels width/height instead of ratio

at first I assumed there's a hardcoded aspect ratio, but the info tooltip clearly states "specified aspect ratio" so I'm filing this as a bug to see if it's intended behavior.
