Can not Create note on PDF file or PDF content 

I am trying to create a sticky not on a .pdf file or a like from https://arxiv.org when reading a pdf research paper but it is not working , I enabled Run on sites with restrictions in the settings with no luck .

I am I missing something? or is it just not compatible with these files ?
