azurerm_recovery_services_vault not re-appliable within 24hrs

azurerm_recovery_services_vault -> destroying this resource and re-applying it with the same name results in an error from the Azure API with the hint to wait for 24 hrs. This seems to be by design. Workaround is to change the variable backup_vault_name after destroying and before re-applying.
