add python independent from Plaform version using AppStream modules

iacbox currently use the platform python which is 3.6.8.

We need a more recent version of Python and without relying on Platform Python. E.g starting with Ansible 2.12, Python 3.8 or newer will be required on the Ansible controller.

As iacbox runs Oracle Linux 8, the best way to do this is probably using AppStream. This link is a good point to start: https://yum.oracle.com/oracle-linux-python.html
