Depends on: Phase 37 (topic taxonomy tables)

Success Criteria:

1. Agenda items classified into hierarchical topic taxonomy
2. Each councillor has AI-generated profile summary
3. Key votes algorithmically detected and displayed
4. Profile page shows stats card, AI summary, policy positions by topic, key votes
