The Problem

The Ask page is powerful but assumes citizens know what to ask. There's no way to discover what's answerable.

Proposed Solution

Improve discoverability on the Ask page with suggestions and bylaw search integration.

Requirements

Suggested Questions

• Trending topics section — aggregate recent agenda_items.category or keywords from last 90 days, show as clickable chips that pre-fill the question box
• "People are asking about..." — show 5-6 curated/rotating example questions:
  • "What has council decided about housing development?"
  • "Show me the most controversial votes this year"
  • "What infrastructure projects are underway?"
  • "How often does Councillor X vote against the majority?"
• Follow-up suggestions — after an answer, suggest related questions based on topics/entities found in the evidence

Bylaw Search Integration

• Add search_bylaws and search_bylaw_chunks tools to the RAG agent
• The match_bylaws and match_bylaw_chunks RPCs already exist but aren't connected
• Enables questions like "what does the zoning bylaw say about accessory dwellings?"
