Full 5-phase pipeline run for RDOS Board meetings with --municipality rdos flag.

Scope

• End-to-end pipeline execution: scrape -> download audio -> diarize -> AI refine + ingest -> embed
• --municipality rdos CLI flag for targeted runs
• Integration testing with real RDOS Board meeting data
• Verify all data flows correctly through existing web app

Requirements

• INTG-01: End-to-end pipeline run

Dependencies

• Depends on Phases 32-35 (all prior v1.7 phases)

Deferred to v1.8. v1.7 refocused on View Royal Intelligence (search quality, council profiles, meeting UX, email). RDOS phases preserved as-is and will execute after v1.7 completes.
