Scrape RDOS board members and election data into the people tables.

Scope

• Scrape RDOS board member names, roles, and electoral areas
• Map to existing people/council_members schema
• Handle RDOS-specific roles (Director, Chair, Electoral Area Representative)
• Election data and term tracking

Requirements

• MEMB-01: Board member scraping
• MEMB-02: Election data

Dependencies

• Depends on Phase 32 (Municipality Foundation + Escribemeetings Scraper)

Deferred to v1.8. v1.7 refocused on View Royal Intelligence (search quality, council profiles, meeting UX, email). RDOS phases preserved as-is and will execute after v1.7 completes.
