[Feature] Add options to set initial parameters or parameter bounds for `design_DE` and `design_GD`.

These parameters must be set by the user.

Currently, initial parameters are set to $0$. But maybe the initial parameters should be something meaningful, such as a Delta-Sigma modulator or something that is unstable but minimizes $E(Q)$.
