Is there a Process to register the Object ID before publishing

If I need to publish the a DAL Plugin what is the process?
Also, how can I make sure no one can publish with same Object ID as mine?
Where in the code are we setting the ObjectID?

There isn't. Unfortunately apart from the really old Apple docs. Most of it I just discovered through digging around

For example: CMIOMinimal has **object ID @37** how can I change it? Will it be same on different OSX or different?
