Increase performance with `Numby`

This is really for myself to create a fork and pull request to upgrade the code to use numby to speed up the processes in this package. Would significantly speed up the calculations when running with larger iterations.

This may also include allowing mlrose-ky to become async compatible to help with running multiple tests at once. Or maybe integrate CUDA?

numby is new to me. Can you give more info about it?

There is already a new parallelization script using joblib to speed up experimentation, does that resolve your request?
