KL-MOXA-2018-103, is this a repeat CVE?

Just curious if this CVE/exploit is the same as the one detailed here? https://github.com/reidmefirst/moxapass . If so it would be amusing, as the OnCell line was reported vulnerable to Moxa in 2015 (but, I guess, they didn't do anything about it then?).
