Add a way to indicate lines where coverage is not expected

Most coverage reporting tools have a way to flag that a line is not covered.  I'm not presently aware of a mechanism in the go ecosystem for marking this, but if there is one, overcover should also honor it to produce proper reports.  If there is no such mechanism, then this would be the perfect time to try to create one and contribute it to the upstream HTML coverage report generator.
