FR: Allow command to include cli arguments

Description: It'd be nice if the start action could include cli arguments, ie:
/path/to/app.exe --arg1 xyz --arg2 abc

This could be as a separate field in the config, or within the executable-path field.

Implementation Summary

The feature has been implemented using the existing ActionArgs field in the TimerPreset model. Here's what was changed:

Modified files:

1. src/TimeToKill.Shared/Tools/ProcessTools.cs:153 - Added optional arguments parameter to LaunchProcess method
2. src/TimeToKill.App/Services/TimerActionService.cs:52 - Added optional arguments parameter to Launch method
3. src/TimeToKill.App/Services/TimerManager.cs:99 - Pass preset.ActionArgs when calling Launch

How it works:

• Users can now populate the ActionArgs field in their timer preset configuration
• When a LaunchAndKill action starts, the arguments will be passed to the process
• Example: If ProcessName is /path/to/app.exe and ActionArgs is --arg1 xyz --arg2 abc, the process will be launched with those arguments

The implementation is minimal and follows the existing code patterns. The ActionArgs field was already present in the model but wasn't being used for the Launch action.
