Pre-2016 state borders not redrawing properly

The state borders when using any pre-2016 year do not redraw properly and leave bits along the original state borders. Also Shannon County, SD cannot be selected in 2012.

Hi there! Thanks for the bug report.

Confirmed that the 2012 map has the problem of leaving little remnants of the old state borders. Not sure why. Will take a look in the next couple of weeks.

The Shannon County issue is almost certainly due to the fact they renamed it at some point and I probably mismapped it in my data conversion.
