OOBE completely unusable (affecting both EXE and DLL builds) #64
Description
This makes it impossible to use ExplorerEx while in sysprep audit mode, then booting back into the OOBE, making bundling ExplorerEx in an ISO impossible unless with a custom OOBE, or with no multi-user (sysprep) at all.
Both the DLL build and EXE build have different results when booting into the OOBE, but they still cannot get past the initial stage itself.
