Modifying start groups/pins in Classic Start Menu requires explorer restart

As the title describes, adding/removing pins on the classic start menu, and modifying start groups (deleting, copying to, moving to subfolders, etc) require you to restart explorer or to change to DV2 and back to the classic menu for changes to be seen. Not sure if this is a regression or just an inherent bug because #18 mentions it being a regression.

This also happens to some extent on the start panel, but it isn't nearly as bad as on the Classic menu.
