Parse Markdown files

We need to be able to convert a path into a string (i.e., the contents of the file) and parse the following:
* various links in the file, 
* the following relational links: `Supercedes`, `Amends`, or `Amended by`
* the ADR title
* the author(s)?
* the timestamp for when the ADR was created
