Automatically add CODEOWNERS when new service is created #87
Description
Motivation: This repository is used as an index for Artifacthub. However, the ownership of each integration stays with the authors of the integration (primarily the initial contributor, ownerships may change over time).
Therefore if a new service is created, the initial contributor should automatically be granted ownership of the folder/service.
