Feature Request: Queue for processing github issues through the workflow from ideate to execute

Workflow:

1. go through github issues
2. tag claude on the ones you want him to start working on
3. start a claude session
4. new /queue:populate command that uses gh to find all of the new tagged issues and update running ideation-queue.md and associated stm tasks for running /ideate on each issue. Also checks status of existing stm tasks and updates ideation-queue.md accordingly.
5. new /queue:process starts executing pending ideation tasks in parallel batches and updating stm tasks when they are finished

and we can take this even further and extend it to not just be an ideation queue, but a queue for walking specs thru the entire worflow from /ideate -> /ideate-to-spec -> /spec:decompose -> /spec:execute
