Resolve SQLCipher Issue

Bug Description

I replaced sqlcipher with node-sqlite3. Need to replace sqlcipher.

See signalapp#2634 (comment) as a starting point.

Also see:

• Signal v1.15.0 and newer crash on startup on Fedora Linux 28/29 (and others), libcrypto related during DB operations (induced by sqlcipher binaries) signalapp/Signal-Desktop#2634
