Redesign article comment column

**User Story**
* As a user of web apps, I'd like the comments in an article to look a little more conventional.

**Possible Solutions**
* Add a colored background that covers the height of the page.
* Realign the details for individual comments to make them more compact.
* Add animation to make the column slide in or out when toggled instead of appearing and disappearing instantly.
