Create guide for how to setup local environment

I tried to clone this repository and build it locally, but after having spent 30 minutes on trying to get the project to build (from `dev`) I gave up. I kept running into multiple different errors, but all of them were related to various maven plugins which failed.

It would have been nice with a description of how to set up this project, and how to get to the point where the project builds.
