Packaging and orchestration

Packaging and setup /orchestration scripting (to set up and configure the database and any other dependencies) and publishing on Kartoza or QGIS public plugin repository at Kartoza's discretion.
- release under GPL
- rename plugin to 'CoGo' or similar
- credit SpatialMatrix as sponsor of the plugin
