[Bug]: Timetable says "running on schedule" when delayed or early

OpenTTD 13.4-slowpace-1.3.1

Expected result

Expect to see the message that a vehicle is so many minutes early or late if this is the case.

Actual result

The timetable does show the "Expected" time different than the "Scheduled" time and appropriately colours the table red or green, but the message under the time table does not indicate early or late.

Steps to reproduce

1. Create a timetabled vehicle
2. Make one timing too long or too short
3. Run the vehicle and observe that is early or late, but no message displays how late or early.
