:bug: cleanup there are a few old unused plugin that still show dependency to cf mcpgateway

There are a few older plugins that still show dependency to cf mcpgateway and remove nemo guardrails: E.g.,

- `plugins/examples/nemo/nemo_wrapper_plugin.py` 
- `plugins/examples/nemo/pii_detect_config/actions.py`

These can be fully deleted
