Omit `Templates` directory by default

Hardcode a `Templates` directory to be omitted. In the block-matching and duplicate-file-name tool, a template isn't likely to be a good match.

Templates may include duplicated details, such as comments, the framework, and front matter. These details will skew cluster calculations and term counts.
