Cache `apt` and image download

Most of my lab work is on the other side of a 5G or Starlink connection. I need a local cache server for apt packages and Docker image downloads.

Needs to be deployed to its own IP address, then the universal cache for Docker and K8S. An alternative is Squid Proxy drop-in.

There is a hack at this apt-cache-ng deployment, currently in testing. It seems to cache early during the load of upbuntu-ma-lates1, which is also being tested.
