Missing `pip3` for Python modules

When working with vsc-ubuntu I had to apt install -y pip in order to have pip3 to install modules for Python. Add to the build image.

Workaround:

apt install -y python3-venv python3-dev build-essential
python3 -m venv .venv
source .venv/bin/activate
pip install --upgrade pip
pip install spacy
python -m spacy download en_core_web_sm

This may not be necessary if Python and shared libraries are installed on the image itself. I need to look into this. Not all scripts are going to use the same packages, so the local environment may still be relevant.
