Limiting submissions

We should have some mechanism for limiting requests, uploads, proofs, etc. A simple idea would be to have some stake required to be given any role. This, plus the weight costs should be enough to prevent DDOSing.

There may be other ideas along the lines of RLNs, which I'd be curious to hear more about. CC: @vivekvpandya
