Save FiSH encryption keys to a separate file

There is /SET SAVE_ENCRYPTION_KEYS but when enabled it saves to ScrollZ.save. So if a user forgets to /sve the newly added encryption keys are lost. Solution is to save the keys to a separate file and load that instead.

When key saving is enabled, save on exit and also whenever a key manipulation happens (a key is added or deleted).
