`om develop` integration

Setup the cache automatically when om develop is used.

It is not trivial for private projects as we have to provide login token to the user and that there is no easy way to revoke them if needed. This requirement can be pruned by modifying attic server to allow accessing the cache over VPN (by whitelisting the VPN’s public endpoints)

Setting ulimit -s to a higher value on macOS is a blocker for using om develop in internal projects. We have set the value in shellHook, which works for nix develop but not with direnv --which om develop is to be used with-- due to direnv/direnv#777 (comment).
