Containerize the distribution hub for deployment on ARM64 architecture

Ensure 24/7 uptime within resource constraints

* multi-stage Dockerfile
* docker-compose.yml to orchestrate the go cloud hub and a PostgreSQL container
* resource limits in the compose file to prevent instance instability

goal: production ready image under 20MB deployed and reachable at the Oracle Cloud public IP
