Idea: Permission to dock etc

A minor change to this mod could query players entering a region, asking them what their intention is; and if docking is required directing them to a docking port via GPS.

If we get Economy API working could charge a landing fee..

Ie. switches connector to public on granting permission to dock and docking fee paid.
