Investigate App and API Build Coupling

Building the app (pnpm build:opennextjs) also builds the api service/workers. This might be because of pnpm-workspaces or because it depends on it for types.

• fix pnpm workspaces configuration (including decoupling non-shared dependencies)
• fix build coupling
