Is it possible to make such function to check is client already has a file without actually an attempt to transmit it there (even in case client doesn't have one) ?

e.g. based on info provided here in comment:

One of these calls gets the size of the file we're trying to send.

It is very useful when you may want to check what custom maps client already downloaded.
Like, when you want to change map and you don't know what to choose so not to lose players, who doesn't have a map.
