I wanted to use GS codes for Hi-Res GoldenEye but I can't seem to get it to work on console.
Does it need an enable code?

You would probably need an enable code yeah, though no one has made one yet - because it uses the upper RAM now, it likely conflicts with where the GS is trying to put itself.

Even if it did work, it's possible codes wouldn't be the same address due to hi res changing locations (but I'm not sure).

I looked at the address that deals with the VI register for instance and it was the same as stock GE. Except for its values of course.
