Ground State Assumed Metastable, Not Enforced

This is perhaps a very minor problem, but an equally minor solution. If metas is provided to cr_model without zero in the array, everything breaks. Ground as a metastable state is somewhat assumed in collisional radiative modeling. I can create a pull request where zero is checked for and added if missing, throwing a warning if not.
