packaging directory is hard to maintain

It seems to me that the packaging directory should be maintained as a separate repository. Right now I have to build the tarball for the release, update the packaging info, commit again, then tag the repo. It feels wrong to build the release before tagging it.

If it was in another repo we could even look at updating that automatically via a script.

Agreed. I ran into the same problem. A separate repo makes sense to me.
