Add command for DID operation recovery

DID PLC supports recovering from (and therefore reverting) a DID operation within the following constraints:

• Needs to occur within 72 hours of the operation
• Needs to be performed using a rotation key with a higher priority
• Needs to revert to a prior CID

A command should be added for performing a recovery operation.
