Windows does not recognise photo as a still picture

Hi,

I am trying to get still JPGs, so that I can rotate some onf them. This is with v2.2

I've attached the input and output files.

I still get the "MOTION" button and the button with the rotate symbol on it is greyed out.

Please could this be looked into.
