Assignments return a strange value for allocations

I'm trying to get weekly allocations for all of the projects, and I don't understand how to parse the data I get back. I get a value of "14400" for what should be 20 hours in that time frame. This code is correctly passing back 14400 from the api, I just don't know how to convert that into "20hrs". (I mean other than dividing by (60*12) or 720 but I don't know what that number means.

Do you have any ideas?

For those who are wondering, the "allocation" number appears to be the number of seconds per day. So take the number of business days between the start and end (inclusive, so you may need to add 1 depending on platform/library) and multiple with the allocation number then divide by 3600. It also doesn't seem to take into account holidays, but not 100% sure yet.
