Support for psycopg

I see dialects for TimescaleDB being declared in [pyproject.toml](https://github.com/jmitchel3/timescaledb-python/blob/52c1ed0274e0df5b8405eb4670247680fda8d7ce/pyproject.toml#L38:L41) but I can't find where `Timescaledb*Dialect` are defined. Is it possible to add support for `psycopg` as [proposed elsewhere](https://github.com/dorosch/sqlalchemy-timescaledb/pull/19)?
