Read vcap variables from file

Thanks for creating this mini-utility!

The node-cfenv package has an option to provide a vcapFile from which values of VCAP_APPLICATION and VCAP_SERVICES can be read. This is really helpful when running the app locally.

I don't see such an option in this utility. If this is something you would be okay to add to this package then I can open a PR.

why not just use direnv and a .envrc file?
